SOLUTION: Even though it is just before abolishing four Japan highway public corporations and putting them under private management, under these circumstances, without abolishing them, the public corporations use this 90% operation system to fully operate 75,000,000 vehicles and facilities of 8,000 km, increase user benefits, time benefits and traveling benefits by five times and substantially increase flows of people, things and information. Features of this system enabling 90% operations simultaneously with opening are utilized, a preparation plan of highways is 'rapidly' advanced without using the tax at all and domestic demand, business and employment are created at a stretch. The nation of Japan in danger of financial bankruptcy and national breakdown and in an awkward position due to refugee economic aid accompanying September 11th attacks and wars and BSE compensation is relieved and contribution to dramatic regeneration is made.
