PROBLEM TO BE SOLVED: To provide an ice plant and a freezing refrigerator equipped with this plant capable of making ice gradually from one side of an ice making block to the other side of the ice making block. SOLUTION: In the ice plant provided with an ice making pan and a deicing unit, a blow mechanism blowing warm air higher than 0 deg.C from one side of the ice making block to the other side of the ice making block is provided. Cold storage material, provided on each of the bottom parts of the ice making block, has a heat capacity lower on one side of the ice making block than the other side of the ice making block, so that one side of the ice making block cools faster than the other side of the ice making block. Accordingly ice making proceeds in this order. Thus water containing a gas component and a mineral component more difficult to be iced than fresh water is concentrated gradually, and moved to the other side of the ice making block as if being pushed, so that ice of one side of the ice making block can be made transparent.
