A steam movement control device capable of adjusting the movement directions and movement amounts of steam and air, preventing separating membrane rotating bodies from being clogged, and increasing a steam moving treatment capacity, wherein a first closed space 11 and a second closed space 21 are allowed to communicate with each other through a forward side ventilation passage 22 and a return side ventilation passage 23, a plurality of separating membrane rotating bodies 4 are axially arranged on a rotating shaft 5 parallel with each other in the second closed space, the separating membrane rotating bodies are formed by coaxially arranging, on the rotating shaft, tubular membranes 40, 41, and 42 with different diameters formed of membrane bodies having air permeability and moisture permeability and having different membrane hole diameters and different front and rear surface areas, a plurality of small chambers 61, 62, and 63 divided by the tubular membranes are formed in the separating membrane rotating bodies, suction fins 71, 72, and 73 are installed in the small chambers, a centrifugal fan 8 is installed on the rotating shaft, and the innermost small chambers in the separating membrane rotating bodies are allowed to communicate with the outside air 15 through an exhaust passage 51 formed in the rotating shaft.
