A cutting device is provided for securing the cutting of the lateral sealed parts of a tubular packaging material web (15) in the filling and packing machine for an extended period of time in a filling and packaging apparatus for manufacturing a package container each having a rectangular shape in cross section and filled with a fluid content such as juice, etc. The cutting device comprises the tubular packaging material web (15) which is filled with a fluid content, a pair of seal bars (5 and 6) for laterally sealing the packaging material web, a cutter for cutting the packing material web at sealed parts (16) thereof by a length corresponding to one container, fluid (such as air) pressure serving as a means for giving a biasing force to the cutter in a direction to retreat the cutter, and a pressure sensor (27) capable of detecting a change of the fluid pressure in the supply passage.
