A propagation relay (2), attached to an enclosure (4), receives a wireless signal (6). The signal is sent from a base station (8) over a downlink frequency. The propagation relay converts the downlink signal and transmits it (10) wirelessly, using a different frequency, to mobile station interface ports (12) located within the enclosure. The mobile station interface ports convert the signal back into one at the downlink frequency and send it (16), via a wireless link, to mobile stations (16) inside the enclosure. Communication from the mobile stations to the base station occurs in the sam e manner.
