PURPOSE: A video editing and reproducing device and a method thereof are provided to set a cipher for entire stream to limit the reproduction of the entire stream, and to set a cipher in a specific section to selectively limit the reproduction of the specific section. CONSTITUTION: An input part(110) receives more than one concealment section from a user. An information generator(120) sets more than one cipher for the concealment section to selectively generate reproduction information. A storing part(130) stores selectively the reproduction information including the concealment section and cipher. A checking part checks whether a reproducing time of a media file reaches a start time of the concealment section included in the reproduction information corresponding to the media file. A decider decides whether the cipher included in the reproduction information is coincident with a cipher inputted by the user. And a controller outputs a control signal for reproducing the concealment section, if the media file reproducing time reaches the start time of the concealment section and the ciphers are coincident each other. If the ciphers are not coincident each other, the controller(140) outputs a control signal for skipping to an end point of the concealment section and reproducing a next part.
