SOLUTION: In a cleaning treatment apparatus 11, a solvent is sprinkled over polluted soil by a solvent jet device 64 during the feed of polluted soil by using a belt conveyor 61 to perform the separation treatment of a harmful organic substance. Further, in a cleaning treatment apparatus 12, a washing liquid is sprinkled over the polluted soil during the feed of the polluted soil by using a feed conveyor to perform the separation treatment of a harmful inorganic substance.
