PROBLEM TO BE SOLVED: To ensure the steering property of a steering wheel to improve safety when a lock of an oil pump does not operate, and to reduce a steering load. SOLUTION: Front wheels are steered and controlled by a hydraulic fluid supplied into and discharged from a first oil pressure chamber 32 and a second oil pressure chamber 33 selectively through a first passage 34 and a second passage 35 from the oil pump 37. Fail-safe mechanisms 44, 45 are provided in each passage and bypass passages 40, 41 bypassing each passage and are opened by differential pressure between an oil pressure P1 among each valve mechanism 46a, 46b and 47a, 47b provided in both passages and oil pressure P2 in each bypass passage to discharge the hydraulic fluid in each oil pressure chamber into reservoir tank 39. |
