PROBLEM TO BE SOLVED: To provide a discharging device capable of continuously discharging a medium of more >=2 times than the predetermined amount from the discharge port by operating the same handle and can be manually operated. SOLUTION: A pump 20 can be operated as partial strokes of two movable members 3 and 4 facing each other between a start position and a terminal position of a pump stroke and is provided with a stopping device 10 at the end of at least one partial stroke. This stopping device can be released just after the partial stroke and is provided with a guide section consisting of at least two guide segments 38 and 39, a projection 42 traveling within this guide section and a spring 37. In the spring, the projection 42 is opposed by rotation of the members 3 and 4 and is automatically shifted from the one guide segment 38 to the other 39, by which the fixing state is released.
