PROBLEM TO BE SOLVED: To provide a cleaner that keeps high cleaning performances for a long term and to provide an image former. SOLUTION: The cleaner is provided with a scraper 21 that cleans the surface of an intermediate transfer belt 6 by bringing it into contact with the surface of the intermediate transfer belt 6 being a member to be cleaned, set on a drive roll 10 and travelling in the direction of arrow A in such a manner that the angleαmade by the scraper with the front of the transfer direction of the surface of the belt 6 is acute and a scraper retention and adjustment device 22 that presses the scraper 21 against the surface of the belt 6 and allows the angleαmade by the scraper 21 with the traveling direction A of the surface of the intermediate transfer belt 6 to become greater with time.
