PROBLEM TO BE SOLVED: To provide a line concentrator system in which use frequency of respective bypass connection lines can be equalized and a line having a redundancy can be selected. SOLUTION: The determining means 111 of a CPU 11 in a concentrator 1 determines whether traffic bypass is effected or not, and a bypass connection record storing means 112 stores the bypass connection record of each bypass connection line 121-12n to an IP network 4. A line selecting means 113 selects a line of the lowest use frequency from the bypass connection record, a service state managing means 114 manages the service state of each bypass connection line 121-12n to an IP network 4, and a trouble state managing means 115 manages the trouble state of each bypass connection line 121-12n to an IP network 4. A bypath selection means 116 selects a bypath according to a data base in the concentrator 1 and a call information converting means 117 converts call information according to the bypath.
