PROBLEM TO BE SOLVED: To provide a user information possessing provider system and a method for allowing a content providing site system to provide Internet service for a user by using user information possessed by a provider while maintaining privacy of the user. SOLUTION: This user information possessing provider system is provided with a user authenticating database, an IP address user information database, a user authenticating means for authenticating a user side system, an IP address allocating means for transmitting an allocated IP address and an IP address of an inquiry mate to an IP address-provider information site system by dynamically allocating the IP address, an IP address-user information renewing means for renewing an attribute of the user corresponding to the allocated IP address, a user information providing authenticating means for authenticating whether or not the attribute of the user may be provided, and an IP address-user information providing means for transmitting the attribute of the user when the attribute of the user may be provided.
