PROBLEM TO BE SOLVED: To provide a system for paying an equivalent to the substantially use time of an electronic apparatus and contents. SOLUTION: This system performs accounting for the use time of contents in the electronic apparatus and/or the use time of the electronic apparatus itself. When the contents are used in the electronic apparatus, it is discriminated whether the contents are the use time accounting contents to be accounted for the substantially use time of the contents data or not. According to the discrimination result, at least either the substantially use time of the contents data or the substantially use time of the electronic apparatus is measured by the electronic apparatus, and according to the measured use time, accounting for the user of the electronic apparatus is performed.
