PROBLEM TO BE SOLVED: To provide a device and a method for controlling the simultaneous access number of contract users. SOLUTION: When log-in is required, a network address used by the user is detected. A contract confirming part 36 confirms whether or not the address is a contract address, and advances to a verifying part 38 of an upper limit value when the address is the contract address, and when the address is not the contract address, an ID contract confirming part 40 confirms whether or not the user is a contractor by urging input of contract ID. At confirmed time, the part 40 advances to the verifying part 38. At unconfirmed time, nonpermission of the log-in is informed. When access of the user is within a contracted simultaneous access upper limit value in the verifying party 38, the log-in is permitted. |
