PROBLEM TO BE SOLVED: To provide a driver circuit which reduces the power consumption and enables high-speed plotting and to provide a display device using the driver circuit. SOLUTION: The driver circuit is provided with a line latch for storing data of a one-line portion of pixels and output means for reading out picture data from a display memory to output it to the display device in the unit of data of one-line portions of pixels. The output means accesses the display memory in order to display on a screen in a first level period of a clock signal of the display memory, and a control means accesses the display memory in a second level period of the clock signal of the display memory. An RGB selection circuit successively selects R, G, and B data included in picture data held in the line latch asynchronously with the clock signal of the display memory and converts these data to a time division signal.
