PROBLEM TO BE SOLVED: To provide an electromagnetic wave shield whose electromagnetic shield layer can easily make a continuity with a ground line and has a superior electromagnetic wave shield characteristic and slidability and is inexpensive and a flat cable with the electromagnetic wave shield. SOLUTION: At least one surface of a electromagnetic wave shield material having a metal layer and an adhesive layer laminated in order on one surface of a base material film, the adhesive layer being made of a composition containing a synthetic resin component, a conductive material component consisting of neutral carbon and a nickel filler, and a flame retardant component, and a flat cable formed by covering the electromagnetic wave shield material with a belt-like coating material having conductor arrays of a plurality of straight-angle conductors in the same plane on both surfaces is heated and pressed into one body.
