PROBLEM TO BE SOLVED: To provide a method and apparatus for decoding a communication telegraphic message in compliance with the G.994.1 protocol that can be compatible with a communication telegraphic message in compliance with the upgraded version. SOLUTION: The decoding method for the decoding apparatus 1 provided with a communication telegraphic message reception section 11, a communication telegraphic message decode processing section 12, a memory section 13, and a procedure execution processing section 14, includes, a first step of decomposing the received communication telegraphic message into protocol elements to create a protocol structure table including pointer information pointed out to a memory for storing identifier information, octet length information and contents information, and a second step of comparing/referencing an identifier of each protocol element in the protocol structure table with the identifier list, decoding the protocol element only when the result of comparison is hit, executing a corresponding procedure and performing decode processing.
