PROBLEM TO BE SOLVED: To secure an optimal service area even if any power amplifier fails. SOLUTION: When some of power amplifiers 21-2n fail, the reduced amount of output of a synthesizer 30 is compensated by an AGC (Automatic Gain Controller) function of an up-converter 10, the number of failed devices among the amplifiers 21-2n is detected by a detector 60, and the detecting result is inputted into a controller 70. The controller 70 selects a control amount corresponding to the number of the failed devices from a control amount stored in a memory 80, and control gains of the AGC function of the up-converter 10 are controlled by this control amount.
