PROBLEM TO BE SOLVED: To provide a fuel cell of high output even in high current density by reducing the internal resistance. SOLUTION: An electrode base 5a is held by electrostatic attraction by applying the voltage to an electrostatic attraction electrode 40 from a DC power source 44. Paste P1 for a water repellent layer is applied onto the electrode base 5a in this condition, and then dried to form a water-repellent layer 6a. Then the paste P2 for an electrode catalyst layer is applied onto the water- repellent layer 6a, and dried to form an approximately flat electrode catalyst layer 7a almost free of caves. The manufactured electrode for the fuel cell can be used as an anode electrode 2 or a cathode electrode 3.
