PROBLEM TO BE SOLVED: To provide a system capable of meeting needs such that viewers select a desired commercial message to view it to reduce the view charge accordingly and sponsors bear sponsor charges according to the quantity of commercial messages utilized actually. SOLUTION: The system stores commercial messages of genres and sponsors selected by viewers and records contents by setting them to a commercial insertion part of the contents. The utilized amount is notified to a charging management means, which conducts settlement processing to due shares of both the sponsors and viewers.
