PROBLEM TO BE SOLVED: To reduce a communication expense charged to distribution for a content having the possibility of not using it, when the content is distributed via a network. SOLUTION: Each image owner conducts user registration to an image control server 2 using an image owner terminal 4a. After the user registration, an image purchaser orders an image referring to sample images generated in the image owner terminal 4a. The image owner having the ordered image uploads an actual image data to the control server 2, and the image purchaser downloads the actual uploaded image data.
