PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor superior in reforming, and to provide its manufacturing method. SOLUTION: In the method for manufacturing the solid electrolytic capacitor, where after the capacitor element, which comprises a cathode electrode foil, an anode electrode foil on which surface a dielectric oxide film layer is formed, and a separator for holding a solid electrolyte, is impregnated with 3,4- ethylenedioxythiophene and an oxidant, thermal polymerization is performed, the total amount of poly(3,4-ethylenedioxythiophene) formed by thermal polymerization and the reaction residues is 0.25-0.7 mg/mm<2> .
