PROBLEM TO BE SOLVED: To provide a multi-layer optical recording medium formed by layering two recording layers adopting a High to Low type where the reflectance is reduced by formation of a recording mark that can stably record a signal to a depth recording layer independently of a recording state of the recording layer in existence this side when viewing from an optical incident side. SOLUTION: The optical recording medium has first and second recording layers, the reflectance of all the recording layers is decreased by formation of a recording mark, the reflectance with a recording wavelength in unrecorded areas is 8% or more, and a relation between an optimum recording power PA when a laser beam emitted through a recorded area of the first recording layer records the second recording layer and an optimum recording power PC when a laser beam emitted through an unrecorded area of the first recording layer records the second recording layer holds an equation of 2|PA-PC|/(PA+ PC)<=0.1. |
