PROBLEM TO BE SOLVED: To provide a transmitter and a receiver for a wide-band color picture signal that can remarkably enhance deterioration in transmission image quality caused in a sub-sample transmission system by a conventional basic configuration, in particular, deterioration in transmission image quality having been caused in motional picture regions on the premises of mainly in-field signal processing through wide investigation from the various standpoints. SOLUTION: Placing frequency band limit circuit blocks 81R, 82R, 83R, and 81B, 82B, 83B before a TCI circuit 65 can provide a function of an inter-field offset sub-sampling to a frame offset sub-sampler 71 in addition to its substantial function.
