PROBLEM TO BE SOLVED: To provide a method for manufacturing a substrate for mounting an optical element in which the optical element can be properly positioned. SOLUTION: The method for manufacturing the substrate for mounting the optical element comprises a step of fixing a photodetector 14 and a light emitting element 12 to a conductive pad 160 via a solder 70 reflowing to a package substrate 10. The photodetector 14 and the element 12 can be properly positioned to the substrate 10. Accordingly, the end face 16a of an optical waveguide 16 to the photodetector 14 and the end face 18a of an optical waveguide 18 to the element 18 can be correctly aligned.
