PROBLEM TO BE SOLVED: To extract a translation word pair even when it is difficult to extract words and phrases of a second natural word of a parallel translation example. SOLUTION: A first natural language word-phrase extracting part 11 inputs the parallel translation example, and extracts the words and phrases from a first natural language sentence. A first natural language word-phrase phoneme imparting part 131 imparts a phoneme obtained from a first natural language phoneme dictionary 121 to the extracted word and phrases. A second natural language part phoneme extracting part 14 extracts an optional part phoneme from a second natural language sentence in a range close to the phoneme number of the extracted words and phrases of the first natural language. A phonemic correspondence investigating part 15 investigates the phonemic correspondence between the extracted phonemes of both language. A phonemic correspondence correcting part 16 corrects a phonemic unit noncoincident in and unnecessary for the correspondence of the phonemic unit by using a phoneme correcting dictionary 25. A phonemic correspondence candidate limiting part 17 limits the phonemic correspondence by a prescribed condition for extracting the proper translation word pair. A translation word pair extracting part 18 extracts the words and phrases to the phonemic correspondence as the translation word pair.
