PROBLEM TO BE SOLVED: To provide an SOS solution system effective for the ease and the safety of citizen and the case of a disaster by making an information net conception a system on the basis of a portable telephone set of the next generation as a strategy concerning risk management for measures to solve and prevent the risk and danger of SOS. SOLUTION: For the solution of SOS, an information system to be effectively functioned for the danger of various SOS is established with the life-based portable telephone set of the next generation, the SOS information system is established for the first time in the world for speedily preventing and solving the disaster crisis, and the system is constructed for satisfactorily dealing with SOS as a means, in which various kinds of creation can be expected.
