PROBLEM TO BE SOLVED: To enable even a ship, on which an AIS is not loaded, to take part in a navigation security system of the AIS with a simple device configuration. SOLUTION: The ship side mounts a means for inputting received data and generated AIS information data and a communication means for transmitting the AIS information data by radio or by a public radio channel. The ground base side is provided with a receiving means for receiving the AIS information data from the ship by radio or through the public radio channel and an AIS transmitter/receiver capable of acquiring the AIS information data from this receiving means and broadcasting the data to peripheral sea areas. In the ground base, the transmission of the AIS information data is substituted and small ship position information is broadcasted to the ship loaded with the AIS.
