PURPOSE: A system and a method for collecting video signals based on significance, a system and a method for compressing and decompressing video signals collected based on significance are provided to reduce data volume of the collected video signals. CONSTITUTION: A system for collecting video signals based on significance includes a video signal collector(210), a significance calculator(250), and a video processor(260). The video signal collector collects a video signal with a predetermined resolution at a predetermined frame rate. The significance calculator calculates significance for the collected video signal. The video processor receives the video signal, processes the video signal according to the significance and generates collection information according to the processed video signal. The video processor ignores the video signal and records it in the collection information when the significance is lower than the first threshold value. When the significance is lower than the second threshold value larger than the first threshold value, the video processor reduces the resolution of the video signal and records it in the collection information.
