A film element (10) is constructed by horizontally disposing a plurality of film tubes (13) of ceramic material in a front−end−closed thin straight tube form and water−tightly bundling and fixing the base ends of the film tubes (13) passing through a bundling plate (16), by the bundling plate (16). The film element (10) is filled into a casing (11) through an element insertion port (11a), while the bundling plate (16) is water−tightly disposed in the element insertion port (11a). The casing (11) is provided on one side of the bundling plate (16) with a raw water feed port (14) communicating with the outside of the film tubes (13) and on the other side of the bundling plate (16) with a water collector (19) covering the base end openings (13a) of the film tubes (13). The water collector (19) is formed with a filtered water discharge port (20).
