PROBLEM TO BE SOLVED: To provide a vulcanized rubber composition suitable for use in structures required to be slip resistant on the ice, such as tires and tire treads excellent in removing water film generated on the ice without degradation in their wear resistance, high in friction coefficient when on the ice; a method for manufacturing the same; a tire using the same; and an unvulcanized rubber composition capable of producing the same. SOLUTION: The vulcanized rubber composition manufactured by this method contains tabular independent bubbles 12 covered by a resin-made protecting layer 20 and a rubber ingredient. A tire using the composition is also provided. The unvulcanized rubber composition contains at least a rubber ingredient, a resin ingredient, and a foaming agent, wherein at least part of the resin ingredient is tabular in shape.
