PROBLEM TO BE SOLVED: To provide a W/O/W type double emulsion having excellent stability with time, and usable for a medicine or a cosmetic. SOLUTION: This W/O/W type complex emulsion consists of an inner water phase, an oil phase and an outer water phase. The inner water phase and the outer water phase contain one or more kinds of salts selected from the group consisting of zinc sulfate, aluminum sulfate, sodium sulfate, potassium sulfate, sodium carbonate, sodium hydrogen carbonate, potassium carbonate, calcium carbonate, magnesium carbonate, zinc chloride, potassium chloride, calcium chloride and magnesium chloride.
