SOLUTION: The drainage capability lowering amount of the drainage layer when the drainage layer is clogged with soil particles flowing from the soil is obtained, the type of soil and the total amount of soil particles per unit area of the drainage layer according to the state of soil when the soil water flows in the drainage layer are set, the drainage capability after the soil particles flow into the drainage layer so that the drainage material is clogged is set according to the earth particle inflow total quantity and the magnitude of pressure (compressive stress) applied to the drainage layer, so the drainage capability of the drainage layer can be designed to be equal to the total outflow water quantity or more.
