PROBLEM TO BE SOLVED: To provide a non-chromium based steel sheet which has excellent corrosion resistance, and has excellent fingerprint resistance, blackening resistance and coating adhesion, and to provide a production method therefor. SOLUTION: The surface treated steel sheet has a surface treatment film with a thickness of 0.01 to 5μm obtained by applying a surface treatment agent which contains (A) a specified resin compound, (B) a cationic uretane resin having at least one kind of cationic functional group selected from primary to tertiary amino groups and a quaternary ammonium base, (c) one or more kinds of silane coupling agents having at least one kind of reactive functional group selected from an active hydrogen-containing amino group, an epoxy group, a vinyl group, a mercapto group and a methacryloyloxy group, (D) a Ti compound, and (E) at least one kind of acid compound selected from phosphoric acid, nitric acid, and acetic acid, or the salts thereof and in which the contents of the (B) cationic urethane resin and the (C) silane coupling agent lie within prescribed ranges, and heating and drying the same applied agent without performing water washing.
