PROBLEM TO BE SOLVED: To provide an heavy metal-fixing agent suppressing production of a thiocarbonate which is a product of a side reaction, quickly and securely fixing heavy metals included in the burnt ash or the like by treating the burnt ash with the heavy metal-fixing agent, suppressing emission of carbon disulfide in the treating of the burnt ash or the like and in storage time, excellent in safety to the human body and usable in environmental protection. SOLUTION: This heavy metal-fixing agent includes an aqueous solution including an yellow-green diethyldithiocarbamate as a principal ingredient which is obtained by reacting diethylamine, an alkali metal hydroxide and carbon disulfide in an aqueous solution at 0-15 deg.C.
