PROBLEM TO BE SOLVED: To provide an easily unsealable soft packaging-bag and its manufacturing method, in which unsealing is easy, the sealing strength is optionally set, and contributing to resource conservation. SOLUTION: A soft-packaging film is prepared by extruding polar resin 3 between a base film 1 and a sealant film 2 to laminate the films 1 and 2. A bag 10 is formed of the film by heat-sealing method, and the bag 10 is sealed. As a result, in sealing the bag, a delamination is caused in the polar resin (layer) 3, and the bag 10 is simply unsealed in the heat-sealed part.
