PROBLEM TO BE SOLVED: To provide an electrophotographic roller in which no image failure is generated by securing the initial characteristic even in use over a long period of time and an electrophotographic device using it. SOLUTION: In the electrophotographic roller provided with a conductive elastic layer and a surface layer and in which the 10 point average roughness (Rz) of the surface is >=0.1 μm and <=20 μm, temperature in low temperature side indicating the half value of the peak value tan δ in temperature dispersing measure of dynamic viscoelasticity of the surface layer is provided to be >=50 deg.C.
