PROBLEM TO BE SOLVED: To provide an electrostatic charging member with which electrostatic charging stable for a long period can be performed be excellent static charge characteristics even when a high-fineness image is outputted and which does not contaminate an electrophotographic photoreceptor by exudation of pollutant materials from a base layer and an image forming device, electrostatic charging method and process cartridge using this electrostatic charging member. SOLUTION: The electrostatic charging member having at least a conductive base, a conductive elastic body base layer which is disposed on this conductive base and contains at least an ion conducting agent consisting of epichlorhydrin rubber as its essential component and a surface layer consisting of a urethane resin crosslinked with a lactone modified acrylpolyol by >=2 kinds of isocyanate including at least an isophorone diisocyanate as its essential component and the image forming device, electrostatic charging method and process cartridge using this electrostatic charging member.
