PROBLEM TO BE SOLVED: To control unwilling shakes caused by usual wind and the like in a base-isolation type isolating structure. SOLUTION: When a hydraulic cylinder as a damper that is one of structural elements of the base-isolation type isolating structure is used, a movement of an isolated structure portion is relatively simply restricted by blocking a switching valve arranged in a circuit. When a hydraulic cylinder type damper with the switching valve having a necessary restricting capacity is installed and this damper is blocked during a strong wind as the need arises, Vibrations of the structure portion is surely restricted. As electrical operation of the valve is easy, a base-isolation type isolating system having highly reliable countermeasures for shaking caused by a wind can be manufactured by installing a logic circuit that identifies causes of the shaking.
