PROBLEM TO BE SOLVED: To provide a method for making up a printing plate having excellent contrast between an image area and a nonimage area, sufficiently maintaining a residual film ratio in the image area and consequently securing a broad range of choice for a development condition, also at the same time preventing development performance from degraded due to developer fatigue after a prolonged period of use and being extremely advantageous to industrial applications and to provide the developer used therein. SOLUTION: The developer has a pH of 12 or higher and contains >10,000 ppm surfactant, an alkali metal hydroxide and an alkali metal silicate. In the method for making up the printing plate, an original plate for a planographic printing plate having a photosensitive layer containing a photothermal conversion material and an alkali soluble resin having a phenolic hydroxyl group is developed with the developer. |
