PROBLEM TO BE SOLVED: To provide a block pavement reinforcing plate for forming a barrier- free pavement which has sufficient water permeability and hard-to-foul characteristics even in using immaculate blocks by achieving smooth permeation of rain water through joints and which has no water gradient on the surface by providing sufficiently storable water reservoirs on the lower part of the surface layer of the pavement, thus giving a barrier-free pavement, preventing the flooding of a river in a city and giving less shock to heels during walking. SOLUTION: The block pavement reinforcing plate comprises a base plate to be located on the bottom surfaces of angular portions of the blocks placed back and forth, and right and left, a cross joint plate formed on the upper face of the base plate for forming a water permeable joint portion between the blocks placed in the backward and forward and lateral directions, and a plurality of supporting members formed on the upper face of the base plate for forming the water reservoir on the bottom surfaces of the blocks in contact with the bottom surfaces of the blocks placed in the backward and forward and lateral directions.
