PROBLEM TO BE SOLVED: To prevent the leakage into the clearance between a partition wall and a rotor as well as the leakage into the clearance between the tips of vanes and the inner circumference of a housing by using centrifugal force. SOLUTION: The specific gravity of a first seal member 18a disposed at the ends of vanes 9a-9d is higher than that of the fluid being fed, while the specific gravity of a second seal member 18b disposed at the inside ends of the partition walls 21a-21d is lower than that of the fluid being fed. When a valve timing control device rotates, the first seal member 18a moves outside and the second seal member 18b moves inside by centrifugal force, so that the leakage into the clearance between the vanes 9a-9d and the inner circumference of the housing and the leakage into the clearance between the partition walls 21a-21d and the rotor 9e can be prevented.
