PROBLEM TO BE SOLVED: To provide a sheet carrying device offering simple construction for detecting dirt on the surface of a carrying belt and detecting the existence or not of sheets on the carrying belt, and an image forming device therewith. SOLUTION: The sheet carrying device comprises the carrying belt 31 having sheet attracting means 36 as an electrode part for holding the sheets with electric force, for carrying the sheets endlessly turned while being held, a feeding electrode 52b and a feeding brush 51b as first feeding means for applying voltage to the sheet attracting means 36 during passage through a predetermined region, a feeding electrode 52a and a feeding brush 51a as second feeding means arranged at a preset position on the upstream side of a sheet carrying passage beyond the predetermined region and on the downstream side of the sheet carrying passage beyond the position of the sheets to be supplied to the carrying belt 31 for applying voltage to the sheet attracting means 36 during passage through the preset position, a voltmeter as voltage detecting means for converting a current flowing from the second feeding means to the electrode part 36 during supplying power into voltage and detecting a voltage value, and a control part 80 as determining means for determining the surface condition of the carrying belt in accordance with the detected voltage value.
