PROBLEM TO BE SOLVED: To provide an exhaust flowage control device of an internal combustion engine which can control appropriate exhaust flowage according to conditions even under the condition where an exhaust flow rate is relatively different. SOLUTION: This exhaust flowage control device 40 is provided with a butterfly valve 42 provided in a main exhaust passage 21, and a relief passage 22 provided bypassing this butterfly valve 42. A rotation shaft 43 of the butterfly valve 42 is provided eccentrically, and a torque in the opening direction can be generated by exhaust pressure. In the driving state where an exhaust flow rate is small, only the relief valve 42 is operated, while in the driving state where the flow rate is larger than that, the butterfly valve 42 is opened so as to maintain the exhaust pressure.
