PROBLEM TO BE SOLVED: To provide a roll paper takeup and cutting device capable of taking up a specified length of paper from a roll paper into a flat folded-up form and cutting so that a specified foldup width and number of pieces are obtained. SOLUTION: The roll paper takeup and cutting device is composed of an arbor 2 to hold the roll paper 1 from its inside, a sendout roller 3 and sendout assist roller 12 to pinch the paper 1a from the roll 1 and draw out for each specified length, a cutting blade 5 to provisionally cut the drawn-out specified length of paper 1a with the a certain margin left, and a takeup rotor 4 to cut off the cutting margin while the provisionally cut paper 1a is taken up in the flat folded-up form.
