PROBLEM TO BE SOLVED: To provide a handrail belt speed detector capable of detecting the speed of a handrail belt without contacting the handrail belt. SOLUTION: This handrail belt speed detector for detecting the speed of the moving handrail belt 1 installed at a passenger conveyor 20 is provided with a light emitting part 3a for emitting light 3f to the handrail belt 1, and a light receiving part 3b for receiving reflected light 3g from the handrail belt 1. A speed detecting part 3 for detecting the speed of the handrail belt 1 on the basis of signals from the light receiving part 3b is connected to the light receiving part 3b.
