PROBLEM TO BE SOLVED: To obtain a thermosetting powder coating material excellent in anti- blocking property and smoothness of a formed coated film. SOLUTION: The thermosetting powder coating material is obtained by the steps of dispersing a thermosetting resin solution into an aqueous solution containing a water-soluble polymer to prepare a suspension, distilling off an organic solvent in the dispersed phase to solidify the dispersed phase, and separating the dispersed phase particles from the suspension, wherein a resin A and a resin B contained in the thermosetting resin solution satisfy the following conditions: (a) (SP-value of resin A)-(SP-value of resin B) is 0.1 to 1.0, (b) resin A has Tg of 50 to 100 deg.C and number-average molecular weight of 2,000 to 4,000 and the value (number-average molecular weight/100+Tg) is >=90, (c) resin B has Tg of 20 to 70 deg.C and number-average molecular weight of 1,000 to 4,000 and the value (number-average molecular weight/100+Tg) is <=89, (d) ratio of solid content for resin A/resin B is 5/95 to 50/50, and viscosity of the thermosetting power coating material at 140 deg.C temperature rising test is <=40 mPa.s.
