PROBLEM TO BE SOLVED: To simply prestress preload to a base-isolation rubber. SOLUTION: A prestressing device 10 has end members 22 fixed at both ends of a main member 20 and bolts 18 screwed into the screw holes 15a of flange plates 15 at the upper and lower ends of the base-isolation rubber 14 through a through hole 22a of the end member 22. The head sections 18a of the bolts 18 are abutted against the end members 22, and a preload in the compression direction is prestressed to the rubber 14 by further screwing the bolts 18. When a base isolation device 12 is installed and the weight of a building is applied to the device 12, the rubber 14 shrinks further and the flange plate 15 on the upper side is displaced downwards, and force working between the bolt 18 and the end member 22 is released. The preload prestressing device 10 is removed under the state.
