PROBLEM TO BE SOLVED: To provide a resource circulation system for a wastewater treatment plant, which is excellent in economical efficiency, facilitates the building of a facility, and provides comfortable environment. SOLUTION: In this resource circulation system for a wastewater treatment plant, primary treated water after treating domestic effluent or agricultural effluent in a wastewater treatment facility is introduced into a clarifying passage and a clarifying pond, where aquatic plants are grown, to remove phosphorus and nitrogen in the primary treated water, thereby recycling secondary treated water, from which phosphorus and nitrogen have been removed, as agricultural water.
