PROBLEM TO BE SOLVED: To provide a method for producing a medium for raising plants enabling to obtain water permeability and water retainability suitable for plants without separating dehydrated sludge from a subsidiary material. SOLUTION: This method for producing a medium for raising plants from dehydrated sludge has a fermentation process of fermenting the dehydrated sludge until it satisfies a given condition and a kneading process of kneading an inorganic light aggregate with the completely fermented dehydrated sludge in the fermentation process.
